Committees of Council

Town Council appointed boards, committees and commissions that members at large may sit on. Each board varies in terms and membership requirements. Community members are appointed at our yearly Organizational meeting. If there are vacancies on boards, applications may be brought forward to Council on a one-off base.

BUILT HERITAGE ADVISORY BOARD (BHAB)
Advises Town staff and Council on protecting and conserving built historic resources. Supports community engagement to raise awareness of heritage.

Meetings: Held on the 1st Wednesday of the month in the evening.

Vacancies: Two, each for a 2-year term (Preferred applicants include Fort Macleod heritage building owners, contractors with heritage experience, or architects/designers with heritage conservation experience.)


DIVERSITY & INCLUSION COMMITTEE
Promotes inclusivity and diversity within the community, striving to build a culture of belonging.

Meetings: Held bi-monthly in the daytime, some evening commitments or meetings scheduled as needed.
Vacancies: Three, each for a 2-year term (Open to residents of Fort Macleod and the MD of Willow Creek. Ideally includes members representing: Indigenous communities, minority cultural groups, persons with disabilities, or seniors. Additional members may be appointed based on relevant expertise or interest.)


ENVIRONMENT COMMITTEE
Promotes environmental awareness and sponsors environmental activities, including weed pulls, education, an annual community cleanup and assisting with a review of the River Valley Wilderness Park Bylaw.

Meetings: Held on the 4th Wednesday of the month at 5:00 p.m. in Jan, Mar, May, Sept, and Nov.
Vacancies: Unlimited vacancies, each for a 2-year term


FAMILY & COMMUNITY SUPPORT SERVICES BOARD (FCSS)
Establishes policies and development programs for FCSS.

Meetings: Held on the 2nd Wednesday of the month at 6:00 pm.
Vacancies: Four Vacancies. (Two Fort Macleod residents, and one MD of Willow Creek member at large, each for a 2-year term. One youth appointee for a 1-year term.)


FORT MACLEOD HOUSING COMMITTEE
Facilitate partnerships and collaborative planning towards effectively developing housing strategies within Fort Macleod.

Meetings: Held on the 3rd Tuesday of the month at 12:00 pm.
Vacancies: Three vacancies, each for a 2-year term (Members can apply as a Chamber of Commerce member, or a community member at large).


FORT MACLEOD LIBRARY BOARD
Establishes policies and regulations for the operations of the RCMP Centennial Library.

Meetings: Held on the 3rd Monday of each month at 7:00 pm.
Vacancies: Two vacancies, each for a 3-year term

MUNICIPAL PLANNING COMMISSION
Makes informed decisions on discretionary development applications as stated in the Land Use Bylaw. Meetings: Held on the 3rd Monday of the month at 12:15 pm at the GR Davis Building.
Vacancies: Four vacancies (Three members at large & One alternate, each for a 1-year term)

WILLOW CREEK FOUNDATION
A regional partnership offering seniors’ housing and services for Fort Macleod, Granum, and surrounding areas in the MD of Willow Creek.

Meetings: Held on the 3rd Tuesday of the month at 10:00 am at the Pioneer Lodge.
Vacancies: One vacancy, for a 2-year term. (Desired Criteria: Experience with non-profits, particularly in finance, governance, policy, fundraising, or government relations.)

About:

What does the Built Heritage Advisory Board (BHAB) do?

It is a board appointed by the Town of Fort Macleod council on the management of the built historic resources within the Town, with a focus on the Fort Macleod Provincial Historic Area. This entails any matter concerning the conservation and preservation of buildings, structures, or landscape features of heritage significance. The BHAB will ensure that the historical integrity and character of the resources are respected through any possible development or demolition permit applications. As well as implementing initiatives and activities to raise awareness and promote the built heritage within the Town of Fort Macleod and the surrounding community.

What is expected of BHAB members?

Board members are to meet and help establish or provide support for initiates related to heritage management, policies, or actions aimed to increase public awareness of the social & economic benefits of heritage conservation. As well, they are expected to review any development or demolition applications that pertain to historic resources within the Town.

Why would you join the BHAB?

Being passionate about preserving the Town of Fort Macleod’s historic resources (buildings, cultural, and landscape features) is important. Having an appreciation for the historic resources and being willing to help in the promotion of historical and educational initiatives within the community. As well, if you are a heritage building/homeowner, contractor, researcher, or heritage enthusiast, your input and experiences would be appreciated in the BHAB.

Mandate:

To advise Town staff and Council on the identification, protection, and conservation of built heritage resources within Fort Macleod. The Board also supports community engagement and promotes local heritage awareness.

Membership Requirements:

Members: Up to 10 community members, ideally including at least one representative from each of the following groups: Indigenous communities, minority cultural groups, persons with disabilities, youth, and senior citizens. Additional members may be appointed based on their expertise or interest in diversity and inclusion. 

Town Council & Administration: One member of the Town Council shall be appointed at the annual Organizational meeting. One member of Town Administration (appointed by the CAO) and the Coordinator of Family & Community Support Services (FCSS) will also serve as committee members. 

Application for members: All community members of the Committee will be appointed by Town Council, committee vacancies will be advertised, and applications will be available for interested people to submit. Applications will be reviewed in camera by Town Council at the organizational meeting and members shall be appointed with an effort to accommodate the desired groups as stated. 

Chairperson & Vice Chairperson: Are to be nominated and elected by committee members. 

Eligibility: Must be a resident of Fort Macleod, the surrounding area of the MD of Willow Creek or a representative of an organization based in Fort Macleod. 
Members should demonstrate a commitment to inclusivity and diversity principles. 

Obligations: Regularly attend meetings unless excused for valid reasons. Actively participate in discussions and decision-making processes. Promote and support the committee's mission and objectives in the community. Adhere to confidentiality and conflict of interest policies.  

About:

The Inclusion & Diversity Committee of Fort Macleod is a committee of Town Council established to promote and enhance inclusivity and diversity within the community in alignment with the Canadian Charter of Rights and Freedoms. The committee will work towards creating an environment where all individuals feel a sense of belonging, consistent with the Town's slogan "Belong". 

Mandate:

Mission Statement: The mission of the Inclusion and Diversity Committee is to assist in building a community where every resident of Fort Macleod feels valued, respected, and included. By embracing diversity and ensuring equitable opportunities for all, the community strives to cultivate a culture of belonging in line with our Town's commitment to inclusivity. 

Objectives:

To develop and implement initiatives that promote inclusivity and respect for all individuals in Fort Macleod.  

To engage with and educate the community about diversity & inclusion issues. 

To recognize and inform the Town Council, residents and businesses about issues related to discrimination and inequality.

Any number of the public at large members (minimum of 4). All are appointed by Council at the Organizational meeting for a 2-year term. Terms are to be staggered to provide overlapping membership.

About & Mandate:

Promote environmental awareness including our visual environment, to act as a liaison for people with environmental concerns, to assist Council with environmental solutions, to assist Council in accessing funding sources for environmentally friendly activities and projects, to promote the concepts of reducing, reusing and recycling, and recovery on a local level, and to organize and promote beautification projects with the consent of Council.
Note: A review of the Wilderness Park Bylaw is planned for 2025. Committee members will be asked to consult with Administration during the process.

Mandate:

Operating under the Alberta Libraries Act, subject to any enactment that limits its authority, has full management and control of the Town of Fort Macleod Library and shall in accordance with the regulations, organize, promote, and maintain comprehensive and efficient library services in the Town of Fort Macleod and may cooperate with other boards and libraries in the provision of these services.

About: 

The Willow Creek Foundation created by Ministerial Order is a regional partnership consisting of the M.D. of Willow Creek No. 26 and the Town of Fort Macleod for the purpose of providing Seniors affordable public housing and quality service options to meet the changing needs of the aging population in Fort Macleod, the hamlet of Granum and the surrounding M.D. of Willow Creek area. 

Willow Creek Foundation is responsible for the management and administration of:

the Pioneer Lodge – a 40-unit Seniors Lodge (assisted living) and

the Colonel Macleod Manors – 20 Seniors Self-Contained (independent living) apartments all in Fort Macleod AND

the Chinook Arch Manor in the Hamlet of Granum – 6 Seniors Self-Contained apartments.

The Willow Creek Foundation does not operate nursing homes – we wish to provide a carefree living for Seniors in relaxed and enriched safe settings that they consider their homes.  Our modern Lodge does that with access to meals, recreational activities, basic housekeeping, laundry services, a nurse call system, cable TV., internet and parking. Other independent services (hair salon, foot care, hearing aid, etc.) are also offered.

The Colonel Macleod Manors are connected to the Lodge and tenants have the option of accessing, for a fee, meals and also any of the recreational activities or independent services offered at the Lodge.

The Board performs regular Strategic Planning Sessions – the last of which occurred before COVID. These keep us focused on what we can do to improve on Seniors’ housing. Some of our goals are improved perception (we are not a place you go to die but a home in which to live comfortably and safely without being alone), increasing/maintaining occupancy, financial stability, and increased choices (services, condo market, etc.), and excellence. As Board members we want the best for our Seniors – any suggestions are always welcome.

Willow Creek Foundation is an organization of excellence. We are highly respected as a provider of affordable housing, services and care for seniors of our communities. To provide affordable housing and quality services responsive to the needs of our residents and tenants.
