Appendix "D-2" – Energy Rate Calculation

The Energy Rate Calculation will be based on a monthly electric energy price and will establish a monthly RRT rate.  The monthly electric energy price will be established based on New RRO Arrangements, Other Procurement Arrangements for each month.  Except as set out in this Appendix, capitalized terms in this Energy Rate Calculation will have the meanings set out in Appendix "D-3". 

1. Monthly Energy Price Methodology

The "Monthly Energy Price" will be expressed in dollars per kWh, and will be the weighted average of the "New RRO Arrangements Price" the "Other Procurement Arrangements Price," plus adders for Load Shape Adjustment, Load Swing, Unaccounted For Energy and Line Losses (UFE/LL), Return Margin, Pool Trading Charges, and Payment in Lieu of Taxes as applicable. 

The Monthly Rate will be applied to actual electric energy delivered to Eligible Customers.  The Monthly Energy Price will be determined as follows:

where:

"Adders" means the components of the Monthly Energy Price added to the Base Hedge Price and New RRO Price, and include:

(a) "Load Shape Adjustment";
(b) "Load Swing";
(c) "UFE&LL", where "UFE&LL" means the average Unaccounted for Energy and Line Losses for the last 12 months, expressed as a percentage, and determined using final Settlement data provided by ENMAX Power Corporation;
(d) "Return Margin"; and
(e) "Pool Trading Charges".

Appendix "D-3" - Definitions

Terms used in this Rate Schedule and the Appendices attached thereto have the following meanings:

"7 x 24 Product" means a hedge product that notionally delivers electric energy over all hours (7x24);

"Competitive Procurement Process" means a competitive process used to procure products under the EPSP, in accordance with the Regulated Rate Option Regulation;

"EEC" means ENMAX Energy Corporation;

"Eligible Customer" has the meaning set out in the Regulated Rate Option Regulation, or its replacement;

"Energy Rate Calculation" means the Energy Rate Calculation attached as Appendix "D-2" to the EPSP;

"EUA" means the Electric Utilities Act, S.A. 2003, c. E 5.1;

"EUB" means the Alberta Energy and Utilities Board;

"Load" means the consumption of electric energy for a given time period and for a specified group of consumers as measured through metering devices and reflecting any unaccounted for energy and line losses;

"Metered Load" means Load, net of Unaccounted for Energy and Line Losses;

"Month" means the period beginning on the first day of a calendar month and ending immediately prior to the commencement of the first day of the next calendar month;

"Monthly Index Price" has the meaning set out in section 6 of Appendix "D-1" of the EPSP;

"MW" means megawatts;

"MWh" means megawatt hours;

"New RRO Arrangements" means arrangements to supply electric energy to Eligible Customers under Part 3 of Appendix "D-1" of the EPSP;

"NGX" means the Natural Gas Exchange, Inc.;

"Other Procurement Arrangements" means arrangements to supply electric energy to Eligible Customers under Part 2 of Appendix "D-1" of the EPSP;

"Parties" means EEC and the Town of Fort Macleod;

"Procurement" means the process conducted under the EPSP for the procurement of products for the purpose of supplying electric energy to Eligible Customers;

"Procurement Protocol" means the Procurement Protocol attached to the EPSP as Appendix "D-1";

"Prompt Month" means the Month beginning immediately after the current Month;

"RRT" means a regulated rate option tariff as contemplated under Section 103 of the EUA and the Regulated Rate Option Regulation;

"Suppliers" means those parties either supplying or offering to supply electric energy under the EPSP; and

"Unaccounted for Energy and Line Losses" means, at any particular time, the most recent data provided by ENMAX Power Corporation in respect of unaccounted for electric energy and line losses, expressed as a percentage of Load.
